Announcement No. 9 of 2026 of the General Administration of Customs

(On Regulating the Export Declaration of Dredgers and Similar Vessels)

Issued by GAC.

1. Scope of Goods

Dredgers and vessels with similar functions.

2. Declaration Requirements

Exporters shall truthfully declare to the Customs in accordance with the law and be responsible for the authenticity, completeness and standardization of the declared information.

In addition to completing the declaration in accordance with the Specifications for Filling in Customs Import and Export Declaration Forms, the following requirements shall also be met:

Item Identification

If subject to export control: Mark “Subject to export control” in the “Remarks” column of the Export Declaration Form, and indicate the dual-use item export control code.

If not subject to export control: Mark “Not subject to export control” in the “Remarks” column.

Specification and Model Column

Fill in the specific type of dredger (e.g., trailing suction hopper dredger) and the following details in the “Others” field:

• Trailing Suction Hopper Dredger: Hold capacity, dredging depth, whether equipped with blowing function(rainbow  and device.

• Cutter Suction Dredger: Cutter power, dredging depth, total installed power.

• Grab Dredger / Backhoe Dredger (Bucket) : Bucket capacity, dredging depth.

• Sand Suction Dredger (3 in 1 dredger): Hold capacity, total installed power.

• Self-propelled Self-dumping Mud Barge: Hold capacity, whether equipped with bow blowing function and self-dumping device.

Supporting Documents

Submit contracts, invoices and other relevant documents. If an official reply letter from the export control authority is available, it shall be submitted together.

Overseas Consignee
Fill in the full English name of the overseas consignee in the “Overseas Consignor/Consignee” column.

Authenticity and Clearance

All information must be true, complete and accurate.
The Customs will accelerate verification and release for compliant goods with complete declaration elements.

Goods with doubtful information will be questioned and shall not be released during the questioning period.

3. Special Customs Areas

Goods moving between special customs supervision areas and bonded supervision places, or entering such areas from outside, shall be declared in accordance with relevant provisions.

4. Effective Date

This announcement shall come into force on February 1, 2026.
